If your tags are revoked for 30 days in one state, but your moving to another state. Will the next state hold you to that 30 day suspension, even though they do not have the same laws?

State laws do differ however if your registration and license tags are revoked, suspended, etc in one state and you move to another state during the time of that revocation or suspension it is very likely that you will not be able to register and obtain license plates in the new state until your tags have been reinstated in your previous state.

Though state laws vary if your license or registration in one state is being penalized then other

states will usually uphold that first state's suspension, revocation, etc and require you to have a clean registration and title to register and tag the car in your new state.

For example when you are a new resident to North Carolina and apply for a NC title for your vehicle under the disclosure section you are required to certify that there is not a revocation of the registration on the vehicle.

If your registration /tags is currently revoked and you are moving to a new state you should check with the new state's Department of Motor Vehicles to find out what steps you will need to take in order to register and plate your car in this new state with the tags being under a revocation. Likely you will need to wait till you can reinstate your license plates in your previous state so that your registration is "clean" so you can now register and tag the car in your new state.
