I hit a parked car and do not have insurance. The other person has uninsured motorist coverage. If he pays the deductible and gets his car fixed do I still have to pay their insurance company for the damages?

If nothing about you has changed than likely the rates your insurance provider has filed with your state's insurance regulator have change and thus they have probably raised rates. Some states file new fees each year, too. For example, Florida has a Hurricane fee now that is tacked onto every policyholders premium. Sometimes you will hear of a company lowering rates across the board, but with any rate change different segments are affected differently.

If my vehicles windshield is cracked and I have Comprehensive and Collision, do I need to pay a deductible for replacement in Massachusetts?

According to the Massachusetts Division of Insurance, if an object damages your windshield, you are covered for this loss if you have Comprehensive (OTC - Other Than Collision) coverage on your vehicle.

The normal $300, $500 or $1000, or whatever you may have selected as your Comprehensive coverage deductible, does not apply to a glass loss. You will be covered for the full amount of the loss without a deductible unless you opted for a $100 deductible for glass breakage when you started your Comprehensive coverage.

If you have a NY license and were driving and got a ticket for unlicensed driver (and you do have a license but it was not on you) what is the penalty and does this carry points?

If you do not have a valid driver license with you and you are stopped a law enforcement officer in New York can use this as a reason to issue a ticket for unlicensed operation (driving without a license). We have read that the traffic court or the Traffic Violations Bureau can dismiss the ticket if you provide the proof that your driver license was valid when the officer issued the ticket.
